states. the fact that maryland is getting $960 million of that is because we have had so many foreclosures. after serving two towards iraq, kevin about this, northeast baltimore in 2008. a couple of years later, he fell on hard times and could not make his mortgage payments. before he knew it, he was the victim of an illegal eviction. >> i was not serve any notice. >> he was still locked out of his home. >> he claims his paperwork was robosigned, where the bank sons of on documents without verifying information. -- signs off on document.

the state attorney general was happy to announce that maryland will get almost a billion dollars in a multistate mortgage settlement with the country's biggest mortgage servicers. wells fargo, bank of america, j.p. morgan chase, and allied bank have agreed to the settlement in response to a nationwide investigation. this is just a first step, a little down payment for the havoc caused by the behavior of the banks. >> it is the largest agreement of its kind in maryland history. the biggest part of the money, more than $800 billion of a, will go towards homeowner programs and the rest will be split between helping distressed homeowners and various state housing initiatives. after spending $15,000, kevin's foreclosure was overturned but it is still in litigation. he is happy the settlement will help others avoid the hardship

jurors can go online to fill out their questionnaires rather than mailing them in. they will also be allowed to change the record date on line. it is an attempt to make jury duty as easy as possible. >> them revised death penalty statute may be tested as early as next week. and anne arundel county found a prison inmate guilty of murder in the 2006 death of a corrections officer. david collins joins us live from annapolis with reaction from lawmakers there. >> the case has ignited debate over capital punishment. a house bill introduced us today to abolish it has a record number of co-sponsors. an anne arundel county jury found 32-year-old lee stephens guilty in the 2006 stabbing death of corrections officer corporal david mcguinn.

the conviction makes him the first to be eligible for the death penalty. the new rules preserve the death penalty only in circumstances where there is a videotaped confession, a video linking the suspect to the scene, or dna tying the defendant to the crime. the biological evidence in this case is the victim's blood. ironically, the conviction comes on the same day that as many as 65 delegates in the house co- sponsored a deal -- a bill to repeal the death penalty. >> we would put money into victim services by some of the money saved by not having the death penalty. >> legislation leaves the likelihood of -- is once again stirring debate at the state

house. >> if we take that off the table, we will lose that ability to bargain with people. >> supporters argue the time is right because there is already a de facto moratorium on capital punishment. state officials still have not decided what chemicals to use in lethal injections. last year there was a nationwide shortage in one part of the three drug cocktail maryland uses. >> we are saying no one should get that sense. life without the possibility of parole is the appropriate sentence. >> as far as sentence is concerned, stevens has the option of letting a judge and jury decide his fate, but the bill will be held -- will be heard early next month. >> a grueling graphic day of testimony today in charlottesville. jurors in the merger project murder trial of george huguely got a firsthand look at graphic images of the apartment where

yeardley love body was found. the scene as described as chaotic and bloody. responder's found her bruised body in -- body and quickly realized hurt apartment was a crime scene. friends testified that yeardley love was crying hysterically at a party when huguely had her in a choke hold. the defense contends their client was too drunk to plot to murder. testimony will resume tomorrow. you can see her life in photos and a special tribute in a slide show on wbaltv.com. >> the so-called morning after pill may soon be available at a vending machine in towson university. university officials are weighing whether to install that machine that would make the

emergency contraceptive immediately available to students. supporters say would reduce the hassle of obtaining the pill and promote privacy. >> you don't even have to tell anybody. i think it is a pretty good idea. >> officials in pennsylvania recently installed the morning after pill at a vending machine on their campus. a controversial policy would require some religious groups with health insurance plans to cover broke control. the catholic church says it is a violation and republicans call it an attack on freedom. >> this attack on religious freedom in our country must not stand and will not stand. >> this is not a women's rights issue. this is a religious liberty issue. >> the white house argues the policy is not anti-religion,

saying the president is seeking to put the right policies in place for women across the country. health and human services secretary kathleen sebelius is expected to testify in a hearing on capitol hill on march 1. >> president obama is granting waivers to 10 states from the no child left behind law. the law requires that all students speak sufficient in reading and math by 2014, but many are not on track to meet that standard, so the president is cutting a deal with states that want to have an exemption. >> if you are willing to set higher, more honest standards than the ones that were set by no job left behind, then we are going to give you the flexibility to meet those standards. >> states seeking a waiver must have a viable alternative plans that reward the best performing schools while helping those that underperform.

georgia and new jersey are among the states that will be granted waivers. >> of carroll county school is receiving some national attention tonight. they have a manufacturing and machine technology program. it is the first in the state to obtain national accreditation in metalworking skills. >> we need to make sure we are working with industries -- you have to be able to have the same equipment at the schools that they are going to find in the workplace. >> students to complete the program earn college credits and also can land high-tech manufacturing jobs. >> the aide to former congresswoman gabrielle giffords announced he will run for re conceit in a special election. he said he has been asked to run for the position. he served as her district director in congress from 2007 until she resigned last month.

arctic outbreak to ever hit baltimore. this is like alaskan cold, or at least north dakota poll. february 9, 1899 started a five- day stretch of bitter cold, the coldest it has ever been around here. february 10 was the coldest day on record in baltimore. the high was three and the low was seven below zero. that was in 1899. these are all records for the lowest high temperature in those days. on the 13th of february, 15.5 inches of snow came with a nor'easter rolling up the coast. it was on this day it began back in 1899. about 500,000 people live in baltimore back then. today, no arctic air in sight. the sun came back and the temperatures were in the 40's. the normal is 44 degrees, so we
